At its inception, the institution was charged, inter-alia, with the following mandate:
(a) To develop, organize and run appropriate course programmes for clerical, secretariat and management skills for service and middle level public officers (Grade Levels 01-07)
(b) To alleviate acute shortage of manpower in these cadres, thus enabling them to respond positively and significantly to challenge of the new dispensation.
(c) To engage in continues education and training programmes to meet manpower needs in the junior and middle level cadres.
(d) To enhance productivity and effective job performance among the rank and file of the junior and middle level staff this providing the vital link and ‘service’ to the management cadres and
(e) To develop new job skills and refresh old skills in all areas of operation.
